Razvitie massovogo sporta v sovremennoy Rossii

The development of mass sports solves several important tasks at once. These include maintaining the general level of health of the population, and forming the basis for the preparation of a sports reserve. Additionally, a whole range of social tasks of the state is being solved. In addition to the sports sphere, education, healthcare, and regulation of labor relations are affected. Given such a wide range of areas involved, the very system of mass sports development in the country needs to be reformed. The paper considers the following issues: the analysis of the regulatory framework governing the development of mass sports in the territory of the Russian Federation, as well as the current management system and organization of interaction between various subjects of the sports industry; systematized and summarized the main scientific and methodological developments in the field of mass sports development in foreign countries; proposed a set of principles for the development of mass sports, including a system for identifying talents at the local and regional level; a concept for the development of mass sports has been developed; grouping and ranking of factors affecting the development of mass sports was carried out; a quantitative model was developed to assess the level of influence of socio-economic indicators of the region on the development of mass sports; based on the quantitative model, a system for monitoring the effectiveness of mass sports development at the regional level was developed; For the purposes of practical testing of the results of the study, a specific sport was selected – football. Such a choice is due to the World Cup at home for Russia, the popularity of this sport in our country and its accessibility to all segments of the population in terms of the infrastructure base and the necessary financial costs. The research was carried out at the Financial University under the Government of the Russian Federation within the framework of the state task of the Government of the Russian Federation in 2016 on the topic "Designing the development of mass sports for the purpose of sustainable growth of the Olympic (Paralympic) reserve".
